Board and Commission Opportunities

Volunteers are needed for the following boards and committees:

NOTICE OF INTENTION TO APPOINT TO THE ADVISORY PARKING COMMITTEE
At the regular meeting of Monday, September 13, 2010 the Birmingham City Commission intends to appoint three members to serve three-year terms on the Advisory Parking Committee to expire September 4, 2013. Applicants must represent one of the following: professional firm, resident shopper or resident.

Interested citizens may submit a form available from the city clerk's office on or before noon on Wednesday, September 8, 2010. These applications will appear in the public agenda for the regular meeting at which time the commission will discuss recommendations, and may make nominations and vote one the appointments. 

Committee Duties: The advisory parking committee shall provide guidance to the city commission in the management of Birmingham's Auto Parking System. The committee shall recognize parking requirements of the CBD and fairly assess the costs to users. It will provide for attactive, maintained and safe facilities.

The committee consists of nine members appointed for three years who serve without compensation. The majority of members shall be residents and membership shall represent the following: lare retail, small retail, professional firm, building owner, restaurant owner, downtown employee, resident shopper and two residents, for a total of nine. Meetings are held the first Wednesday of the month at 7:30 AM.

AD HOC BARNUM PARK STEERING COMMITTEE

At the regular meeting of Monday, September 13, 2010 the Birmingham City Commission intends to appoint three members to the Ad Hoc Barnum Park Steering Committee. Members shall represent the following: one Barnum Park neighborhood resident, one at-large Birmingham resident, and one member of the Parks and Recreation Board.

Interested parties may apply for these positions by submitting a form available from the City Clerk's office. Applications must be supbmitted to the City Clerk's Office on or before noon on Wednesday, September 8, 2010. Applications will appear in the public agenda at which time the commission will discuss recommendations, and may make nominations and vote on appointments.

Committee Goals:

  • To help facilitate the public discussion on how to allocate donated funds and to consider possible enhancements to the park based upon additional donated funds; and
  • To assist, facilitate, and coordinate other completion tasks remaining in the park and such other functions assigned to the committee by the full City Commission.

The term and operation of the committee will cease upon completion of the above described responsiblitles unless otherwise directed by the City Commission.

NOTICE OF INTENTION TO APPOINT TO DESIGN REVIEW BOARD
At the regular meeting of Monday, September 27, 2010 the Birmingham City Commission intends to appoint two regular members and two alternate members to the Design Review Board to serve three-year terms. The alternate members shall be members of the Historic District Commission.

One member of the Design Review Board shall be an architect duly registered in this state, if such person is available. The other members shall represent, insofar as possible, different occupations and professions such as, but not limited to, the legal profession, the financial or real estate professions, and the planning or design professions.

The function and duty of the Design Review Board is to advise the city commission in regard to the proper development of the city. The Design Review Board is specifically charged with carrying out the goals, objectives and intent of the city's adopted master plan and urban design plan and other development-oriented plans which may subsequently be adopted. The Design Review Board is authorized to advise and cooperate with the City Commission, city Planning Board, Historic District Commission and other city advisory boards and cooperate with the planning, historic district and legislative bodies of other governmental units in any area outside the boundaries of the city.

Interested parties submit an application available from the city clerk's office on or before noon on Wednesday, September 22, 2010. Applications will appear in the public agenda at which time the commission will discuss recommendations, and may make nominations and vote on appointments.

NOTICE OF INTENTIONS TO APPOINT TO THE HISTORIC DISTRICT COMMISSION
At the regular meeting of Monday, September 27, 2010 the Birmingham City Commission intends to appoint two regular members and two alternate members to the Historic District Commission to serve three-year terms. The alternate members shall be members of the Design Review Board.

A majority of the members shall have a clearly demonstrated interest in or knowledge of historic preservation. Two members shall be appointed from a list submitted by duly organized local historic preservation organizations. If available, one member shall be an architect who has two years of architectural experience or who is duly registered in the State of Michigan.

The function and duty of the Historic District Commission is to advise the City Commission with respect to the proper development of the city with primary emphasis upon the city’s established historic districts, sites, properties and historic resources. The Commission is also authorized to recommend for the guidance of the City Commission amendments to the City Code relating to the control and development of lands within historic districts.

Interested parties submit an application available from the city clerk's office on or before noon on Wednesday, September 22, 2010. Applications will appear in the public agenda at which time the commission will discuss recommendations, and may make nominations and vote on appointments.

NOTICE OF INTENTION TO APPOINT ALTERNATE HEARING OFFICER 
The Birmingham City Commission intends to appoint an Alternate Hearing Officer  to complete a three-year term expiring June 30, 2012. The alternate hearing officer shall be a resident of Birmingham who have legal, administrative, or other desirable qualifications that will aid him/her in the performance of their duties. The alternate hearing officer shall serve without compensation and shall not be elected officials or persons appointed to elective office.

The alternate hearing officer shall be responsible for hearing disputes to a fee or bill that a property owner or resident of the city shall receive pursuant to any of the fee collection ordinances of the code of the City of Birmingham that specifically relate to: Sections 1-15, 50-27, 74-31, 98-68, 114-5, and 118-68 in the absence of the Hearing Officer.
 
Interested parties may recommend others or themselves for these positions by submitting a form available from the city clerk's office.   Applications will appear in the public agenda at which time the commission will discuss recommendations, and may make nominations and vote on appointments.

NOTICE OF INTENTION FO APPOINT TO THE PRINCIPAL SHOPPING DISTRICT BOARD
The Birmingham City Commission intends to appoint applicants for appointment to the Principal Shopping District Board to complete a four year term to expire November 16, 2012. The ordinance states that the City Manager will make the appointment with the concurrence of the City Commission. Applicants must be residents from the adjacent neighborhood.

Duties of the Principal Shopping District Board: To oversee the expenditure of funds for the prinipal shopping district programs.

NOTICE OF INTENTION TO APPOINT TO THE MUSEUM BOARD
The Birmingham City Commission intends to appoint one regular member to the Museum Board to serve a three year term to expire July 2013.

 Duties of the Museum Board:  The Museum Board is charged with collecting, arranging, cataloguing and preserving historical material.  The board may locate and erect plaques or markers at historic sites, buildings or properties in the City of Birmingham with the consent of the owner or owners of any such property and subject to the approval of the city commission with respect to properties that, in the opinion of the board, have historic significance. Further, the board shall have the power to develop, operate and maintain the Allen House as a museum and to exercise authority, control and management over the Hunter House and John West Hunter Memorial Park.

NOTICE OF INTENTION TO APPOINT TO THE TRAFFIC AND SAFETY BOARD 
The City Commission intends to appoint one member to the Traffic and Safety Board as school board designee to serve a three year term to expire July 1, 2013.  Applicants must be electors of the city of Birmingham.
 
Duties of the Traffic and Safety Board:  The goal of the Traffic and Safety Board shall be to maintain the safe and efficient movement of vehicles and pedestrians on the streets and walkways of the city.

 NOTICE OF INTENTION TO APPOINT TO BOARD OF BUILDING TRADES APPEAL
The City Commission intends to appoint one plumbing contractor member to the Board of Building Trades Appeal, to serve a three-year term to expire May 23, 2013. Applicants must reside, be employed or do business in the limits of the City of Birmingham.

Duties of the Board of Building Trades Appeals
The board deal with matters that pertain to the manner of construction or materials to be used in the erection, alteration or repair of a building or structure relating to building, electrical, mechanical, plumbing and fire prevention codes.

 NOTICE OF INTENTION TO APPOINT TO ARCHITECTUAL REVIEW COMMITTEE
The Birmingham City Commission intends to appoint one member to the Architectural Review Committee for Review of Certain Public Improvements to complete a three-year term to expire April 11, 2012.

Members of this committee will be appointed by the commission. The committee shall consist of three Michigan licensed architects who reside in the City of Birmingham. Interested parties may recommend others or themselves for these positions by submitting a form available from the city clerk's office. Applications must be submitted to the city clerk's office . Applications will appear in the public agenda at which time the commission will discuss recommendations, and may make nominations and vote on appointments.

NOTICE OF INTENTION TO APPOINT TO THE CANVASSING BOARD
The Birmingham City Commission intends to appoint one republican member to the Canvassing Board to complete a four-year term to expire 12/31/13.

Interested persons may submit a form available from the city clerk’s office. Applications must be submitted to the city clerk’s office. These documents will appear in the public agenda for the regular meeting at which time the commission will discuss recommendations, and may make nominations and vote on appointments.

Duties: Responsible for canvassing and certifying results of all city elections.

 All members of the boards and committees will be subject to the provisions of City of Birmingham  Code of Ethics and the filing of the Affidavit and Disclosure Statement. Questions regarding this may be directed to the city clerk.
